City and County Statues

City and County Statues

There are statues facing North, South, East, and West on the City and County Building. The statues on the West and North side have plaques on the back of the statue. The North facing one is blank, and the West facing one is so weathered, that you can't read it. You have to get on the roof behind the statue in order to see the inscriptions. I wonder what it says, and why would they put it in such a place that it can't be read?
